Joyce Watterman is a results-driven leader with a lifelong commitment to public service and equity. As the first Black woman to serve as Council President in Jersey City’s history, she has spent over a decade breaking barriers and advancing policies that center the needs of working families, underrepresented communities, and the next generation.
Watterman has a proven track record of delivering for Jersey City. She has led efforts to make government more accountable and fiscally responsible, working to lower property taxes and ensure Jersey City remains affordable for residents of all ages. Her legislative accomplishments include sponsoring the city’s inclusionary zoning ordinance, fighting for diversity and inclusion set-asides, advancing pay transparency protections for women, and serving as a Commissioner for the Affordable Housing Trust Fund.
Under her leadership, the City Council created its first-ever Women’s Advisory Board and launched initiatives to expand early childhood literacy, afterschool programming, and workforce development through apprenticeship and job training programs. Watterman has also been a vocal advocate for safer neighborhoods, improved infrastructure, and environmental justice.
Her commitment to service is shaped by her lived experience. Born and raised in public housing in Jersey City, Watterman overcame significant odds to become the first in her family to graduate from high school, earn a college degree, and complete a Master’s program. Her journey—from working-class roots to City Hall—underscores her deep understanding of the challenges residents face and her unwavering belief in the power of opportunity.
Beyond public office, Watterman has served her community as a chaplain, health center worker, and pastor, inspiring hope and resilience among those most in need. A devoted wife, mother, and grandmother, she remains grounded in faith, family, and a belief that government should work for the people, not party bosses or outside interests.
Reelected in 2021 with the highest number of votes citywide, Council President Watterman continues to lead with clarity, compassion, and courage.
