Felicia Moore has been a public servant for nearly 30 years, beginning as President of her Neighborhood Association and Chair of her Neighborhood Planning Unit (NPU-D). In these roles, she was recognized as a strong advocate for economic community development and community engagement.

She decided that government needed to change the way it did business and she wanted to do something about it. In 1997, with broad support from her community, she decided to put her real estate career on hold to seek election as the City Councilmember for District 9. She served District 9 for 20 years before becoming Council President in January 2018.

No detail has ever been too small for Felicia, especially when it comes to the safety of citizens, the spending of taxpayer money, and the fiscal standing of Atlanta.

She authored legislation resulting in the creation of the first Inspector General and Independent Compliance Office for the City of Atlanta.

Felicia also authored legislation to create Independent Procurement Review Officers (IPROs), who review procurements from their inception through the award process and present a report to Council, identifying any issues with the process. This legislation has been replicated by auditors across the country to support their efforts at creating a fair procurement process.

Felicia is proud to have authored the highly regarded “Mattie’s Call” alert system.  Created in 2006, the new system was put in place to find wandering adults and others who have dementia or other mental disabilities. This alert system has been adopted statewide.

Felicia also is credited with the 2011 pension reform effort for the City of Atlanta, the opening of a brand-new Publix Supermarket in Northwest Atlanta where there had not been a grocery store in decades, and the installation of the state-of-the-art Agape Community Center.

Felicia is an Honors Society member and cum laude graduate from Central State University in Ohio. She also holds an MSA from Central Michigan University. Felicia is a member of Alpha Kappa Alpha Sorority and an active licensed Real Estate Broker. She is a native of Indianapolis, IN, and a proud resident of Atlanta for over 30 years, residing in the Historic Collier Heights Community.
